You haven't given nearly enough information to help solve any problem
you might be having.
The web services on Mac OS X Server are extremely easy to set up.
At its most basic level, you need to have at least one "virtual host"
configured under Sites, it should have a valid DNS name that is
associated with the server, it should be pointing at a valid web
directory, and you click "Start Service". Any time you make a
configuration change, the web server will need to be restarted. You
should then be able to reach the server at http://whatever.name.com.
Anything in the web directory associated with that site on the server
will be displayed. That's it. Underlying the Mac OS X Server web
services is apache, a very common UNIX/Linux open source web server
(in fact, the most common web server on the internet). Apache's setup
and configuration, and how it is set up on Mac OS X Server, are all
well understood.
