[Fed-Talk] Trouble starting web services on OS X Server 10.4.10

I am trying to start web services on a PPC server with OS X 10.4.10.
The server has been running for a long time, but web services were
stopped awhile back. I get a message that it could not start the
service, details in error log. I am looking at /var/log/httpd/
error_log and all I see is the following
[Sat Aug 12 04:36:27 2006] [notice] Apache/1.3.33 (Darwin) DAV/1.0.3
configured -- resuming normal operations
[Sat Aug 12 04:36:27 2006] [notice] Accept mutex: flock (Default: flock)
I even have debug turned on. Am I looking at the wrong place? Am I
reading it correctly that a lock was set someplace and that is what
is blocking it.
Any help appreciated.
