I am thinking that might inhibit some people from doing that. They
might not want to go through the extra steps, or they might think,
"I'm not a developer, maybe I shouldn't be submitting bug reports."
I just think Apple should make it a little easier for normal people
to feel welcome about submitting a bug report.
Then again, maybe its a good thing and prevents Apple from being
overwhelmed by people filing frivolous complaints. If they do go
through the extra steps to file a report, it might demonstrate to
Apple that the person cares that this bug should be fixed.
