No need to be concerned about floods of reports. There is a structured
format that takes time and dicipline. It also requires an upload of an
ASR document.
It started out for developers only but with the emphasis on system
engineering in Mac OS X, it was extended to non-programmer types.
The simple way to remember the URL is getting the issue on Apple's
radar...
Http://radar.apple.com used to be the URL and now redirects to the site.

I just think Apple should make it a little easier for normal people
to feel welcome about submitting a bug report.
Then again, maybe its a good thing and prevents Apple from being
overwhelmed by people filing frivolous complaints. If they do go
through the extra steps to file a report, it might demonstrate to
Apple that the person cares that this bug should be fixed.
