I’ve tried using Default, Development, and Deployment for the Active Build Configuration and get the same results with all of them. I can see when the banner window first opens that it is has scope because the OK button shows as blue (I set it to be = to the return key) and then loginwindow appears behind it and the button turns white (as it is no longer the equivalent of the return key).
Any other ideas?

I have taken the latest code provided in Examples/Security in Xcode 3.0 and applied the patch you gave us last week. I can now get the transparent window to display over the system login window. The only problem is that it appears that loginwindow still has scope. You can see that the cursor is sitting in the box to put in your name. So, if you proceed to type in your login name and password and hit return you still can login in without having to hit the OK button on the banner. You are then logged into the system without acknowledging the banner text.
Is there some way to get the scope moved to the banner window instead of loginwindow?

Sounds like you compiled it as "Development" for "Active Build Configuration" and not "Deployment" mode as would need to be done here.
