The Citrix client forwards certain input and output devices (keyboard,
mouse, and video) from your computer to a remote system. Your Citrix
server doesn't recognize that your CAC is inserted because data from the
card reader isn't forwarded through the Citrix client. In my experience
as a user of the Citrix client, I've only been able to use hardware -
such as card readers - that are physically connected to the server.
Essentially the same situation exists when you connect your VPN except
that it's network traffic getting forwarded instead of KVM data.
Your domain admins will be able to tell you more about your particular
situation. I'm simplifying a great deal to avoid making a long post.
