Is AFP enabled on the server?

Problem: It can not successfully log in to a server using afp from
the "Connect to Server" from the "Go" Menu
Other info:
1) It is not a user problem, as we have tried a variety of users/
passwords that work on other machines, they all fail on the login
here, including the user of the machine (and I have given it the
address afp://my.machine by hand, not browsing)
2) I can access the same server from the Mac Pro using smb:, just not
afp
3) The user can ssh into the server.
4). I have repaired disk permissions and used Onyx to clean out all
the caches.
Any help in resolving this would be appreciated.
