The Army is now making every email sent out to user to have this from

At the Top and at the Bottom of every message. I currently run a
Macintosh email server 10.4 on base
and I need guidance on how to get this implemented that every message
that leaves the server has this at the top and bottom of each message. I
can not get the users to to this by themselves. Is there a Applescript
that can be added to the server or when a user hits new message, reply,
reply all or forward to add this. It also needs to be added in the
Subject Line at the End of the Subject to say (UNCLASSIFIED).
Do realize that if you do these things on the server side you will invalidate *every* S/MIME signed email your users send.
