From everything I have seen so far, Apple has no plans to release a
DST patch for 10.3.x. If you need this, you need to file a bug report
at http://bugreport.apple.com and give an impact statement (number of
users/servers/hosts impacted).
Also, Apple has no official EOL schedule, and it's only from educated
guesses and history that we deduce Apple supports 10.n and 10.n-1
with patches, where "10.n" is the currently shipping version of Mac
OS X. But since Apple has no official EOL schedule, it's not
obligated to provide a DST patch for 10.3.x. This is obviously a
problem that needs to be solved, since every other vendor has clear
EOL schedules for OSes and other software products.
