I've successfully configured the password policy using commands like:

How do I view the settings? I've tried using the "get" command but
is says the server isn't running.
pwpolicy -n /NetInfo/DefaultLocalNode -getglobalpolicy
niutil -read . /config/shadowhash
pwpolicy -a adminusername -u username -n /NetInfo/DefaultLocalNode -
getpolicy
dscl localhost -read /NetInfo/root/Users/username
I have used all of these successfully for more than a year. I
usually execute sudo -s before working with these, just using sudo
and then the command might not work, I forget the details of what
causes these commands to not work. Centrally managed password
controls are not an option for us.
