Mike,
If you image the latest hardware you have then you basically have an
universal image that is backwards compatible. Best practices for
imaging say to have one image for portables and one for desktops
though in my experience I have not seen a case yet where a single
image built off the latest hardware/software release did not work on
all previous models of that architecture.

The only Universal version of any version of Mac OS X 10.4.x is Mac
OS X Server 10.4.7 (Universal). Mac OS X 10.4.x is only available in
a retail box for PowerPC, and the Intel version ships with machines
(obviously). There is no standalone retail Mac OS X 10.4.x (Intel)
package.
Retail packages of Mac OS X and Mac OS X Server 10.5.x will be
Universal.
Why not just keep disk images of the applicable products you're
licensed for?
