Yes. Any Mac that is supported by Mac OS X 10.4.x, that is.

I don't know why it would mean only Xserves...
If you're drawing that conclusion because it talks about Mac OS X
Server being used to make the Universal image, Mac OS X Server isn't
tied to only Xserves, nor are Xserves tied only to Mac OS X Server.
The reason why Mac OS X Server 10.4.x (Universal) is discussed at all
is because it is the only official, current shipping version in the
Mac OS X family of operating systems that is Universal, and can
therefore be used to create a Universal NetBoot/NetInstall image. A
wider range of versions of Mac OS X Server 10.4.x can *host*
Universal NetBoot/NetInstall images.
But you don't have to have an Xserve to do it...just Mac OS X Server
10.4.7 (Universal) (or newer), which is only available as a
standalone purchase from Apple or via Apple Developer Connection (and
also does ship with Intel-based Xserves).
