Workaround 1: Hack the startup background image. New instructions for
Leopard are here (changed since Tiger):

Really short version: Use an image editor like Photoshop to place your
login banner text into this image:
/System/Library/CoreServices/DefaultDesktop.jpg
I just tried the short version on Leopard, worked fine.
Advantage: Users don't need to scroll through the text, text stays on
screen a few extra seconds during login.
Disadvantage: You need to play with text placement to avoid the login
window at various screen resolutions.
I'm certain this method is just as unsupported by Apple as the old plist hack.
YMMV.

So I went to test our Banner on 10.5, it came up short in the loginwindow.
I appears that the text field now only displays 6 lines of text. Well short
of our required text.

On one of the other lists they have been talking about this issue as it
impacts how we present our banner. The text is limited to 255 characters.
One of the thoughts put forth was to try the SFAuthorizationPluginView the
link talks more indepth about it.
