Am I correct in stating that SAMBA version 3.0.25b is included in
Leopard and a older version was in Tiger? I plan to use this as a
justification to get our Macs upgraded to Leopard.

I have Leopard (10.5.1) and Tiger (10.4.11) installed on different
disks, what I get is (booted from the Leopard disk):
> strings /Volumes/tiger/usr/sbin/smbd | grep 3.0.
3.0.10
> strings /usr/sbin/smbd | grep 3.0.
...junk...
3.0.25b
> smbd -V
Version 3.0.25b-apple
