It wouldn't have gotten "replaced", because the app is not installed
at all by default. It's probably just the other one that came over,
and since the migration brings any apps that don't already exist on
the installation, things like your old Open Firmware Password
application come over, whether they work or not. (And to expand on
this a bit, I don't think the migration should do anything
differently: its job is just to bring things over that don't already
exist. Since the utility isn't part of the new install, the old one
got brought over.)

I looked in System Profiler and my firmware settings are as
follows:
Boot ROM Version: MBP31.0070.B02
SMC Version: 1.18f2
I looked in Apple support online, and there is no more recent
firmware, and I am not sure why the error says 4.1.7.
