Resetting the device is trivial. There is a passcode to lock it.

Have the people at CIT seen and iPhone? NIH has IMAP turned on, so
the iPhone will connect to the Exchange servers. Contacts and
calendaring are there. All you have to do is use a standard .ics file.

Apple would be thankful if NIH/CIT understood what they were talking
about.
I'm no longer at NIH, but when I was there, things like this went
straight through the IT chain in my IC and were copied to the
appropriate people at CIT. Any of you on this list affected by this
should be outraged and should send a message to the appropriate people
to have them act on this. During my tenure there, they were very
willing to work with you. Things may have changed, but my
recollection is they were always willing to work with new technology
once they realized the people on the inside were screaming for it.
