The standard link <http://developer.apple.com/tools/download/> is
given but the only download choices are Xcode 3.0 and CHUD 4.5.0.
Xcode 2.5 is available, as always, to anyone with an ADC membership
(including the free membership) from http://connect.apple.com/ in the
Downloads -> Developer Tools section.
Side issue is what about people running 10.3 or 10.4 where can they
download Xcode, given that Xcode 3.0 specifies that it is for OS X
10.5.
They run Xcode 1.5 and 2.5, respectively, also available to anyone
with an ADC membership (including the free membership) from http://connect.apple.com/
in the Downloads -> Developer Tools section.

ps. amazing that developer tools are still not part of software
update.
They're much too large and the changes to dramatic to be deployed via
a typical delta software update in a practical way. Sure, it's
possible to download the entire image, but there are a variety of
reasons this isn't done except for relatively minor updates to the
Developer Tools, which have been done in the past via Software Update.
