That might depend largely on business opportunity and requirements
relating to those opportunities.
Just a personal opinion here, but I think if Apple officially opened
up the iPhone and iPod Touch to developers, business opportunities
would explode.
What is wonderful about Mac OS X for developers is that a very small
team (including just an individual) can quickly develop powerful
solutions. The problem with bringing these solutions into the
government is that they are so incredibly Windows-centric. (Note, at
various government R&D conferences, I do see a lot more Apple laptops
these days). I see the iPhone and iPod Touch as sort of a Trojan
horse, giving me the possibility to bring OS X developed applications
to the Windows masses.
OK, sorry for this slightly off-topic soapbox rant...
