As an aside, this is something that frustrates me in my day job as a systems/software engineer. I do not understand why change management systems insist on forcing the user to decide what constitutes a "bug" vs. an "enhancement." Inevitably, the user chooses incorrectly, the systems treats the choice as gospel, and the user's request is mis-handled.
A better system is to allow the user to determine the things they do know (what the request is, how critical it is to the user, etc), and have a configuration control board (or some similar body - one system I use has a "virtual" evaluation team that every request is routed through) determine if the request is a bug or an enhancement. This takes a little more time on the configuration management side of things, but it avoids the problem of frustrated users miscategorizing their requests.
A little off topic for the list, but the example below is too glaring of the problem not to mention it.

I've given up using bugreport. They always blow off my submissions with the terms " its implemented as designed" . Their arrogance and shortsightedness is amazing.
I know it's frustrating, but It depends on how you filed that bug.
When you file like a "critical bug": "well that car just vanishes in the sea when I drive into it", then you have a high probability it gets back as "works as designed".
When you file an "Enhancement request": "Erm, it's nice you provide cars, but I need a vehicle operating on the sea", you have a better probability to see an effect.
