Bob is recording the local TV station newscasts for import in
Final Cut Pro, so he can create a "mix tape" showing content
important to his management. That is, skip the weather, restaurant
report, and court coverage, but include comments on the local miliatry
base.
We do the same thing in the same market (that is, our NASA
facility is located on Bob's base, Redstone Arsenal in Huntsville,
Alabama). We use three Tivo's, and they do the review and cutdown on a
PC, copying the files using Tivo Desktop, and another program.
However, I have noodled with EyeTV using the EyeTV Hybrid, the
Turbo.264, and rabbit ears for OTA HD capture.
It's a very nice consumer grade system. It's like the Tivo, in
that you can use the program guide to set up recording. EyeTV records
content in it's own .eyetv files (I think for over the air HD that's
just the MPEG2 stream), but will automatically flip it into H.264
format (using the Turbo264). It publishes those recording in it's own
web-based program guide. Either one would likely be a fine source for
a review copy.
I do wish it was possible to treat the EyeTV stream as a DV
input. It would be cool to do a live transcode of broadcast content
using QuickTime Encoder, for instance. You can sort of fudge around to
that by using VLC to play the Live Buffer file, but it's ugly.
I don't have the latest version of either the hardware or the
software (both released at MacWorld). I think you are supposed to be
able to watch live content remotely now, I'm not sure if it's
something you could relay.
I have a Canopus ADVC 100. I agree it's better for live, locally
produced content, at least if you're playing in the analog world. Once
you get to SD or HD, I'd recommend going with an internal encoder
card, like the Osprey or Digital Rapids lines. But for stuff you are
pulling off the air, I reckon EyeTV could work. I don't know of any
professional tuner/capture cards. Are they out there?

Are you doing this recording live, or after the fact?
Why not just record directly into the Mac via DV over FireWire,
using
something like:

You can record directly into QuickTime, iMovie, or any other tool
that
understands QuickTime. Then you can compress either in software,
or
much more quickly using something like Elgato's Turbo.264:
