That could be one of the ActivCard readers; I've got a couple that
used the SMC STC-II chip but a completely different firmware stream.
They've always been a PITA.

Or if you are tired of messing with the SCR331, buy a new card
reader that works, like an OmniKey or Reflex USB reader. There are
