Same problem...no Symantec installed so that's not the issue.

are using Symantec Antivirus. As I recall, it's a timing issue

The fix was to exclude the network shares from Auto-protect.

Subject: [Fed-Talk] difficulty accessing Excel files over network
I thought I worked this out but apparently not.
When I try to open an Excel file (Office 2004 or 2008) on a networked
Mac (with either Excel 04 or 08) I find the error:
"filename.xls" cannot be accessed.
The file may be read-only, or you may be trying to access a read-only
location. Or, the server the document is stored on may not be
responding.
This happens only with Excel files, and only those in the Main User
folder (or some other folders, but not all).
I can open other files like Word files.
I can copy the file an dopen it fine on the other computer. I can open
the file on the home computer.
I tried taking the folder and making all items in it read-write
with the
correct User "Laurencebuxbaum". Is there a way to make it read-
write for
all users? (Didn't see that option in the pull down menu).
I tried fixing permissions.
I tried trashing plist for Excel on the remote computer (not owner of
file.
Any ideas?
