Open Keychain Access, then Preferences, click Certificates and set
OCSP to "Best attempt" and CRLs to "Off."
You're probably getting nailed processing CRLs. Fetching can cause
hangs--especially if the CRL pointer is to a private location--and DoD
CRLs are *very* large, which can chew up processor/memory.
