Apple has not required additionally charges; it is free. It is just
not being distributed via the normal ADC channels, which is beyond me,
because developer.apple.com has collapsed under the traffic, while
connect.apple.com is able to handle it just fine. If you wish to
actually develop and *distribute* applications, according to:

During the beta iPhone SDK program, a limited number of developers
will be accepted into Appleās new iPhone Developer Program and
offered the ability to get code onto iPhones for testing. The
Standard Program costs $99 (US) per year and gives members an iPhone
SDK and development tools; access to pre-release iPhone software;
technical support; the ability to get code onto iPhones for testing;
and distribution of applications via the new App Store. The
Enterprise Program costs $299 (US) per year.
It is also not clear to me whether the 2.0 beta firmware is part of
the SDK package; David, can you confirm?
The press release also seems to imply you'd only get the SDK and
prerelease iPhone firmware via these other channels; are Select and
Premier developers included in this already (doesn't seem so)?

The iPhone Developer Program will initially be available to a
limited number of developers in the U.S. and will expand to other
countries in the coming months.
I went through the iPhone SDK download registration
sequence, entering my ADC member ID and it now accepts me as an
iPhone Developer (I guess). (Country code for US is 1 for phone
number) I got my return email and am trying to download the SDK
right now.
