I could easily imagine some iPhone apps for NOAA. Realtime in-depth
weatherish apps? Nice.

2.5 reasons. One, if it can be shown (I haven't seen anything to
support this) that users can be more productive on an iPhone, that
is one way to justify increased costs. Two, if it can be shown to be
more functional (e.g., there will probably be a crush of new
applications released starting next month bringing all sorts of new
functionality to the iPhone), that is another way to justify
increased costs. And two point five, if NOAA does develops any
vertical apps for internal use, the iPhone with its solid and
powerful development environment would make an idea choice. A better
development and deployment platform is another justification for the
higher cost.
