The CTO list I referenced is maintained by Netcom/Huachuca.
afaik, the pecking order is pentagon, Netcom, base-level doim, local
command.
Also afaik, if it's on the CTO, then you are clear to install.
However, there is some weirdness on the list.
For example, Adobe Creative Suite 3 is on the CTO with no caveats.
But a group security policy disallows any software that can P2P or is
zero config networking.
CS3 installs (requires) Bonjour. The policy blocks the install.
Therefore, the CS3 install fails.
Original poster should probably consult with the local security officer
(whomever he spoke with to approve his network access at the new site)
to find out of the desired software is approved.

CTO stands for certificate to operate. ATO is authority to operate.
Each command might have its own lists. In the Air Force, getting a CTO
is lengthy, even for tame stuff. Lengthy as in months. Good luck. I
can't even get an "interim" CTO if I want to use stuff on the network.
The full process is required.
