Fine for home, evaluation or academic use (as per the license), but if
you want to use it on a government computer you have to compile it
yourself or buy it.
Take a closer look at the page you linked to and read the VirtualBox
Personal Use and Evaluation License (PUEL). :-)

removed it from my system. I do however use Crossover for Games to
run a couple of games when I am on TDY.
