Ray,
You might try employing a logout hook. The startup chime is functionally the same as a POST so not sure how it would be muted via EFI or Open Firmware.

If you mute the Mac (with the mute button on the keyboard) prior to
shutting down, it will stop the start up chime next time it boots, or
until unmuted.
