The DoD scuttlebutt on Suite B when last I was plugged into it (3+
years ago at this point) was that it was an accommodation for use with
coalition partners (NATO, etc.), not for US-only use. That said,
there was also a lot of pressure from users and some vendors to be
able to use AES-256 in lieu of proprietary ciphers in Type 1 systems.
I'm not sure where things stand here in the future, however :-).
