I generally use USAJobs and Craigslist for job postings, especially since
our departmental web filters make unpredictable decisions about which
social networking web sites to block.

I think Craigslist and USAJobs qualify as "... using tools for what they
are designed for ..."

As a compromise, how about an indirect process?
a. Suggest people join LinkedIn.
b. Someone establish an AppleGov group
c. When jobs are available, post here a link to the LinkedIn posting under
AppleGov.
