You're missing the Enterprise program:

The Enterprise program is suitable for government agencies and academic institutions.
However, you cannot submit apps to the app store with the Enterprise program; you must use Enterprise In-House (or Ad Hoc) distribution. To submit apps to the app store (even free), you MUST have an "Individual" or "Company" plan, and the Company plan requires that you jump through the required hoops (not all of which apply to government agencies) to get it set up. Regardless of what Apple says, you obviously can't submit documents that don't exist.
