...and plenty of government agencies have either individual or "company" programs to allow app distribution via the App Store; that delivery model just isn't available for the Enterprise program.
It's possible to get everything set up legally and properly, it's just a major pain.

With Enterprise, you have to do your own App delivery, along with the proper certificates. Not an issue for managed iPhones, but a mess to explain and deliver to the public.

Not sure if the "Seller" can be modified per app. But I'd suggest finding someone at NOAA that could maintain an Agency license, rather than doing a separate license for each lab.

The delivery method is either provisioning them centrally on phones, or getting the application and a provisioning profile to end users, which will let them sync apps with iTunes.

To submit apps to the app store (even free), you MUST have an "Individual" or "Company" plan, and the Company plan requires that you jump through the required hoops (not all of which apply to government agencies) to get it set up. Regardless of what Apple says, you obviously can't submit documents that don't exist.
