Open the .xml file with Safari, and the browser will use the .xsl file in the same directory for the formatting, etc.
This works because the first field in the XML file is as follows:
<?xml version="1.0" encoding="utf-8"?><?xml-stylesheet type='text/xsl' href='STIG_unclass.xsl'?>
Note that there is no absolute path for the style sheet, so the browser looks at the same flat location as where the XML resides.

Have you tried it with this distribution? The xsl and xccdf files are in the same folder when delivered and opening the xsl file in Safari or Firefox doesn't make anything pretty.
