1. Turn on ssh (System Preferences -> Sharing -> Remote Login).
2. Use any sftp client to connect.
3. There is no Step 3.
:-)
(Seriously, things like scp and sftp use ssh, so there is no "sftp" checkbox to enable; it's just a matter of enabling ssh.)
