If your organization supports forwarding email, yes. If not, no. ;-)

If the Mac can exist on the network, perhaps; however I'm sure you realize this is an end-run around policy. Not that it might not be the most expeditious way to a solution, of course.
Speaking of policy, why can't you just get a Mac under Army Consolidated Buy with the Army Mac Gold Master?
