Mainly because AT&T says no. There's more money in selling you an
additional data plan (moreson because that means they collect a
complete second set of fees to accrue interest on in the tax escrow
account).
To not be *quite* as cynical here, it's because opening up tethering
would tax AT&T's network beyond their capabilities to handle it
right now in many markets (and they're beyond that point now in some
markets).
This is a separate issue from just how much unlimited 3G wireless
data service should cost. When any consumer broadband provider says
"unlimited", they do so based on existing, real-life usage patterns
and projections.
Now, that's not to say that AT&T also doesn't want additional
revenue streams and profit centers. It's also probably at least
*partially* why the iPad takes a microSIM instead of a standard SIM:
so that existing iPhone owners with unlimited data plans can't
simply just swap their iPhone SIM into the iPad when they need the
occasional 3G connectivity.
It's likely there will be iPhone tethering plans in the future, as
AT&T's executive management has repeatedly stated several times. But
I wouldn't be surprised if it was an additional $30-$45/mo. :-/
