So this weekend I bit the bullet and did a "full install" -- a "restore" without copying the backup data back to my phone. Voila. Yes it's a pain in the ass because I have to reconfigure everything, but the tethering option is where it's supposed to be now. Given this:

I think it's a restore process bug.
