Greetings Robert,
For PCs that is probably true. For Macs, it is a case that it comes with iTunes, thus it is allowed by default.

Apologize if this has been asked and answered...could not locate in the archive...is there a policy in place within DOD that forbids the use of iTunes on DOD networks?
Thanks in advance,
Bob
