Find, download, and install a program called UnPkg, use it to extract the CACNG.tokend file from the http://static.macosforge.org/smartcardservices/downloads/installers/CAC-NG-v0.9-beta-snow.zip pkg file, and finally copy or move the file to your /System/Library/Security/tokend folder. (You will need to authenticate with your admin password for this)
You should now be able to see the "CACNG..." keychain appear when you run the Keychain Access app and then insert your CAC into the reader. You should also be able to unlock the padlock using your CAC pin. I don't have a Next Generation CAC to verify this all works successfully. Hope this helps though!

Can't emphasize enough:
Please neither suggest nor do this type of manipulation of Installer packages. You are only asking for problems. If the installer fails, there is a problem. Stripping contents out of an installer does not take into account all of the logic and pre-post-install scripts that are performed as part of the installation. If you decide to proceed -- it is only asking for problems.
