1. Because there is a LOT more that goes through that port other than just power or USB signaling, and a USB port/connector pair would not be physically compatible with a docking paradigm that Apple uses, and
2. The specifications for space needed for a USB B-Type port (the bigger, squarish one) is far too thick for anything that would fit in an iPhone (i.e., it wouldn't be able to have a USB A-Type port, like you'd see on a computer, and even an A-Type slot is too big).
The only USB connector that would have any hope of fitting is a mini-USB B-type connector (often found on cameras and cell phones), but then you'd still need a special cable, and in that case why not make the "special cable" an iPod cable...in fact, there's probably more iPod cables out there than mini-USB. ;-)
