Which I cannot do because the problem has “locked up” Keychain Access. Sounds like I’m stuck until everybody else gets their certificate chains cleaned up.

You'd be better served to mark the DoD Interoperability Root certificate as untrusted in Keychain Access; this should prevent the system from using that validation path, and prevent it from re-collecting the certificate each time you receive an email.
