There is a way to create an Apple ID without using a credit card. I read a blurb about it the other day but, at the moment, can not remember where I saw it. But you should be able to Google it.

You can do this the same way you set up any Apple ID (based on my
takeaway from the last Apple mobile device briefing I went to a
month or so ago.) However, you would then need to share that Apple
ID's password to those individuals who wanted to install software
using that Apple ID.

Apps on iOS can't be sideloaded, unless you jailbreak.
iTunes should allow you to sync apps to a second device. AFAIK there's no limit to how many devices you can bind to a given iTunes library.

How do I copy apps from one device to another in Itunes? I can see how purchased files from one device can be copied to another device when the devices are switched out but the same doesn't seem to be the case for apps.
