You can do it without a credit card also. Just buy a gift card and use it to create a new apple id.

Are you going to purchase anything with that account? Just create a new Apple ID, maybe even attached to a group email account on your end. I believe you still need to include credit card information but this account would serve as an identified "person" that would allow items to operate on multiple devices following the restrictions documented within iTunes. To use, each authorized computer would use the same Apple ID/password and whatever is allowed to be used by the maximum of five computers would be available to each computer. Notice I said computer because that's how iTunes authorizes things.
Will this work for you? I don't see another way around this issue.
