Most of it is open source stuff… There are people building a Lion Server Free product this is identical functionality wise to what Apple has produced.
Postgres - Free
Apache - Free
Wiki server - Free
WebDav Server (that actually works) - Free
Preconfigured things that don't work with an installer and a cool icon from Apple - $49

There might be a method to capture all the downloaded software and build a complete Lion client/server installer on a USB drive. Of course, we need to remember that all of this is licensed software and we have to abide by Apple's rules for distributing the software.

Apple would need to create a totally different installation process. The Lion client "app" includes the entire installation package, which you can easily extract and use to create your own installer stick/card.
