I know it says it is downloading, but it isn't (client)… I specifically made a bootable installer of Lion and disconnected the network and it still said it was downloading (even though it couldn't) but installed fine… I think the downloading may actually mean uncompressing something in the DMG?

Apple is assuming everyone has internet access and if not, you'll need to get that USB stick with, hopefully, everything on it. I might try it again and disconnect my network cable to see if it installs.

If I install software sold by Apple, I am backed by Apple's legal department in cases of improper use of open-source software (patents, etc.). As far as his problems getting Lion Server to run like it used to, I'm sorry and I hope he is able to get things fixed.

There might be a method to capture all the downloaded software and build a complete Lion client/server installer on a USB drive. Of course, we need to remember that all of this is licensed software and we have to abide by Apple's rules for distributing the software.

Apple would need to create a totally different installation process. The Lion client "app" includes the entire installation package, which you can easily extract and use to create your own installer stick/card.
