They don't "now" have permission to do anything different than Mac OS X Server 10.5 or 10.6, with the exception that Lion client can now be virtualized.
However:
1. It MUST be run on Apple-branded hardware;
2. It is limited to two virtual instances per physical host; and
3. Its use is prohibited "in connection with service bureau, time-sharing, terminal sharing or other similar types of services."
...so I don't know what Citrix thinks they're doing.
Applicable sections of the Lion EULA:
> 2. Permitted License Uses and Restrictions.

> A. Standard and Preinstalled Apple Software License. Subject to the terms and conditions of this License, unless you obtained the Apple Software from the Mac App Store or under a volume license, maintenance or other written agreement from Apple, you are granted a limited, non-exclusive license to install, use and run one (1) copy of the Apple Software on a single Apple-branded computer at any one time. For example, these standard single-copy license terms apply to you if you obtained the Apple Software preinstalled on Apple-branded hardware.

For example, a single employee may use the Apple Software on both the employee's desktop Mac Computer and laptop Mac Computer, or multiple students may serially use the Apple Software on a single Mac Computer located at a resource center or library; and

> (iii) to install, use and run up to two (2) additional copies of the Apple Software within virtual operating system environments on each Mac Computer you own or control that is already running the Apple Software.

> I was talking to a Citrix rep at a tech demo on Monday, and he told me that they now had permission to virtualize Mac OS X, that it was announced but wouldn't ship till the 4th quarter (Decemberish?). I'm not sure how accurate or complete that information is (did he mean Mac OS X Server? Does it only run on Mac hardware, or on Citrix big iron? etc.), but it was interesting. He mentioned it taking time to work out with Apple. Will be interesting to see if this is a new policy that will show up with VMWare and others, too.
