From what I can tell, there were issues in earlier versions but were fixed in samba 3.0.25 and forward. 'net ads register -P' should work.
However, as near as I can tell based on more reading this may be Site/Services related; some forums posts note that DNS updates can only be sent to the site-local DC. From the -d 10 log, samba is failing to find the local DC and falling back on the 'preferred' DC set during the initial AD bind. Since the preferred DC isn't in the site, the update fails.
I'mna play with the preferred DC & see if that has an effect.
