Re: D&B... not to my knowledge, and that is specifically what
blocked us from ever getting a Developer account established...
Apple spent so long trying to figure out what to do when we told
them we didn't have a ## that the fiscal year (and the ability to
put the charge on a charge card) expired. I ended up just paying
for my own account for the few times I needed access to it :(
