Paul - not sure how you mean "ties you to that contractor". A DUNS number is simply an accepted procurement industry standard for identifying individual purchasing offices/entities. Dun & Bradstreet provides a service in issuing the numbers and maintaining an inquiry-accessible database (https://iupdate.dnb.com/iUpdate/companylookup.htm), but that's the extent of D&B's involvement in the process.
Any private sector business doing business with the government has a DUNS assigned to them (I believe the government mandated the use of DUNS identifiers a few years back). I don't know about DoD, but HHS Agency/OPDIV finance offices have DUNS assignments; I just checked with the Finance Office down the hall. :)

But that also ties you to that contractor (a fact I'm sure they know). Far better to shake the Apple tree & have them realize one size doesn't fit all. Don't all DoD units have a Unit Identification Code (UIC)? Apple should adjust accordingly.
