Incorrect. A list server that acts as a relay-without-modification can resend S/MIME messages without invalidating the signature. S/MIME signatures do not cover the headers relevant to listservs specifically so this function works.
Fed-talk is breaking signatures because it is currently configured to *modify* messages in transit by appending a signature block.
